I really don't think that was the context in which she meant to use the term, more that in general "some people" have done something (extremely bad I know) and now the backlash has spread to a whole race or religion, which is not right. Furthermore, what exactly did the USA do to the people and backers of this heinous crime?? Money, defence contracts, oil and politics came to the fore and those people that should have been bought to account, weren't. Republican govt with a POTUS with oil interests perhaps?
