No there is no such thing as a generic cover letter, everyone’s circumstances are different.
All the information that a decision maker will need to decide on the application will have been supplied with the application, the applicant either meets the criteria or not, if they meet all the criteria the application will probably be approved, if not they almost certainly won’t.
If you feel that you need to supply further information that isn’t supplied within the applicant, then draft a short note ensuring that your points are relevant to the application, not details about how you met and your life in Thailand etc etc.
The ECO will only skim read any cover letter for a Settlement Visa.
