All your ceiling lamps started to flicker (multiple lamps in different rooms)?

Then the problem is most likely outside of your house, even if the PEA guys told you it's not. Ask your neighbours if they have the same problem.

If you are on 5/15 electric service, you could easily be overloading your system.. one ac and a hot water heater on high is pushing the envelope.  You will get much better answers, if you describe the operating environment.  How old is the ac?  Do you have a water pump?  But, yes, could be a loose wire, too.  Those old ceiling can lamps not only waste electric, but if you have a half dozen or so, it is like leaving your slider cracked a few inches. 

Are  you  supplying the  rest of your  street free  of  charge?

To the OP:  Do you mean flicker or do they briefly dim?  Also is the problem with just one or two, a defined area or anything that's switched on at the time?

 

Our lights dim slightly but noticeably when a heavy load is switched on - a 6kW water heater or our irrigation pump will do it every time.

 

Electricians who are knowledgeable, safe and available for a small job are like gold dust in Thailand ????

Yes indeed. If they determine it to be a small job they won't even return the call.

flickering isolated to one light possibly the switch or light socket.  If multiple lights and they're connected to the same switch, likely the switch.    Check the connections within the light and switch box.  Should be twisted and capped.    

Could be a junction box stashed in the ceiling (or anywhere) make sure it's twisted AND connectors.  

If its a dimming AND it involves other lights, then it's likely a load issue within the house or from the line. 
 

EGAT & PEA workers do small jobs after work and on days off, not all but enough to make it worth asking.

We havent used his services but many in our village have and is recommend.Name is Charlie, Thai, but speaks English. Did his training and worked in Australia to standards which are probably well above what is acceptable here. 082 766 0426
