That horrible woman is just using his good nature to rip him off.
30.000 Baht is a lot of money for him and I told him not to let it go. In the meantime I heard about the consumer protection office might be able to help.

Yes, all real estate law in Thailand is protected by the consumer protection act, you can make reports online or via phone as explained here: http://www.khaosodenglish.com/featured/2018/05/16/thai-law-landlord-not-playing-by-new-rules-heres-what-to-do/

This only covers commercial landlords with 5 units tho - but most landlords don't know that.

 

The revenue department has equal facilities for reporting, threats of these work wonders in a country where 99% of landlords are dodging taxes.
