Unfortunately I have to go to Mukdahan on the same weekend as the Rugby world cup quarter final on the 19th of October.

Is there any bar or restaurant that is likely to have the game playing?

I don't live in Mukdahan, but I would be a little surprised if any place would be showing World Cup Rugby live. An option for you would be to subscribe to beINSPORTS.

Some falang bars are showing the Rugby World Cup Michael. Seven Seas in Lower Warin (near Ubon University) and Wanna's Bar in Kantharalak are two that I know of.

 

Doesn't directly help the OP other than to have some hope there may be a falang bar or restaurant in Mukdahan showing too

Off Topic. The other day whilst in the Seven Seas I was imbibing with Frank the Malky, Getbil-Tail Doug, Floppy-Knob Bob, Gentleman Mike, Handsome Chris and a couple of others and discussed how nice it would be for “Santisuk” to join us. 
We stood, clicked heels and raised our glasses to the aforementioned chap. I’m not sure if he realizes one doesn’t need to contact immigration for such a short visit.

Mmmm, good luck, Mukdahan isn't good for Farang bars I'm afraid, A few good Thai ones. I'm living here & can't think of anywhere that'd have it on in Muk...
