Does that not depend on which tax bracket your income falls into?

To the OP it is a requirement for Thai citizens as well but many apparently do not......

Yes, it’s a progressive tax. However, upon payment of rent a withholding tax is to be paid to the revenue department of 15%. This will be credited to the actual income tax to be paid at the end of the year. The problem is that it’s nearly impossible to get money back from the Thai RD, thus the minimum tax burden for a non tax citizen on rentals is 15%.
