So these are all holidays that the government is closed down and Buddhist holidays?

Neither Government of private sector take all those days. The Private sector companies give their staff around 15 days a year. For the most accurate prediction of what companies normally follow go on the Stock exchange of Thailand page. Typically most private companies follow what the SEC does.

The ones in red are public holidays where at least all government offices are closed.

Only two major Buddhist holidays are public holidays.

Thai holidays are a complicated matter.

For example labor day (May 1) is shown as a public holiday but NOT observed by government offices. And you major post office might be closed.

Many of the public holidays have zero impact aside from government offices/major bank branches).

(try to find celebration/attention to Royal Ploughing Ceremony here in up-country).

Other Buddhist holidays are important for common people (like start/end of lent).

On all Buddhist holidays (public or not) alcohol sales/serving is (officially) forbidden.

It's "customs" that government might add extra holidays.

You always have to double check around Songkran/New Year and the big Buddhist holidays.

Example: recently Dec 30, 2019 has been added as an extra holiday to allow super long weekend.

And at the time not clear whether banks will be open or not
