It is very interesting and explains a mystery that I encountered when I first came here. The first house we rented was fitted out with circular fluorescent tubes throughout. I was mystified and a little annoyed to discover that they glowed dimly even when turned off. (annoyed because I like my bedroom to be in pitch darkness when I sleep)

 

Long story short, I discovered that the light circuits had been incorrectly wired so that the neutral line was  switched, not the live as is the convention. (which can be dangerous if you're not aware of it) Once I'd corrected the wiring, everything was fine. But I could never figure out why the glowed when I switched them off.  But I do know I now.
