I was searching for the most popular messaging app in the Philippines and the consensus appears to be Messenger (Facebook).  Several people in the Philippines said they preferred Messenger because they could still text with "no load".  So if they have no data left on their phone and are not using WiFi, as they claim, how can they be doing this?
