If, these people are the ones camping out (it appears they may not be) they caused a search to be initiated by failing to return a kayak rented for the day and calling friends they had been with to say they were in trouble getting back to shore.

The point is.. If you going about your life cause a panic you are unaware of, and people do things you didnt ask for and dont know about, are you liable for that ?? 

 

My guess is yes they are hiding out in Phuket, probably at the bottom of the Andaman Sea long dead.

Municipal officers, not RTP officers.

No, it wouldn't, legally ("morally liable" means nothing), rescue services are one of the many facilities provided by the government in return for collecting trillions of baht in tax from citizens every year.
