What paint to use? internal job on old concrete

We are renovating an old building. Currently stripping off the old ugly wall paper. I think the building is 40 yrs old. 

 

After its all stripped back and gaps filled and sanded we must put a primer coat on all surfaces. 

 

At homepro they sell a TOA hydro quick brand. It actually says its for interior and exterior and its water based. 

 

The other option is a 4 seasons super primer but this is oil based. 

 

If Im going to use a normal dulux interior paint after the 1st primer coat.... can I assume that I need to use a water based primer. Whats the oil based primer used for?

 

Can I also assume that if I use the TOA primer then I can then use any brand for the 2nd and 3rd coat? eg doesnt have to be TOA. I prefer dulux. It doesnt matter correct?

I would go latex all the way.  Oil based primers are used on steel, etc.  Make sure everything has been cleaned.  Dilute the primer up to 10% but not the final coat(s).  You don't need to stick with a brand but do go with the premium grade - it's worth it.

Is the TOA hydro quick brand latex? Dont you mean water based? 

 

Why would I dilute the primer 10%. Whats the point in thinning the paint?

Latex paints are water based.  Dilute if the walls have been re-rendered; it makes application a bit easier and helps penetration.  If your walls are in good condition and already have a paint cover, you may not even need the primer.

 

Edit:  "Latex" is just a generic label for water based paints.
