why cant my GF open USA news sites on the WWW?

Just tried 'abcnews' ..on the mobile ..no problem 

No problems using both chrome and edge browsers, they both come right up with and without my VPN activated.

Also have no problem from a 3BB fiber connection using normal Thai IP address.

On the other hand similar blocking has appeared occasionally.

she uses DTAC.  she was able to see yahoo news and bbc.. I just worried there had been a government brownout.
