I presume all the bars are closed but restaurants too? Places like O'malleys or UNIrish. Are they closed as well?

AFAIK no restaurants shut in Chiang Rai, except the ones with no customers. The Night Bazaar is closed.

Just to clarify the situation, Bangkok has closed from tomorrow all markets and department stores, restaurants go take-away only and hotel restaurants can only accommodate hotel guests. There are no restrictions on people moving around, supermarkets and convenience stores are open as well as pharmacies & fuel stations. That does not mean that EVERYTHING in Thailand is closed. No doubt in quick succession Pattaya, Chiang Mai, Phuket etc will emulate Bangkok.
