Prefer along BTS Ploenchit, Childlom, Siam Square, Rajathevee, Phaya Thai, Victory Monument, etc.

Try the Trendy Building, Sukhumvit Soi 13. It is open. The ground floor has a number of visa offices, some of who take and print passport photos.

 

I can't guarantee this will work, but there are several offices in one place so there's a good chance.

 

You can exit at BTS Asoke and then walk along the skywalk as far as the Sofitel hotel. Walk down to street level and Soi 13 will be about 50 meters on your right.
