Mike after watching Dr vong's video yesterday,i think if in a house with some one infected it's a near on certainty you will catch it.

Is the governor of Chiang Mai appointed or elected?  
Historically those is position of power consider themselves to be special and all others to be serfs.
If he's appointed, then he can rule by dictate without consequence.
If elected, I don't think he'll see office again.
