It is still valid due to the ministerial notice issued on April 7th that has been extended to September 26th.

If the border crossings are not open then and flights are still not possible to a location where you can apply the visa then it may be extended again,

You also have the option to apply for a 30 day extension with a letter from your embassy if it is not extended.

Immigration has stated no ED visa before the amnesty is over. Like I said there are no options, you will be leaving by September 26th unless you want to go into overstay

"Unfortunately, we have been informed by immigration that we are unable to process any more education visas before the amnesty expires. This means we are very sorry but it won't be possible for you to get an education visa. If the situation changes, we will get back to you. If anything changes with immigration, I will let you know. I hope you get something sorted"

This was because such a conversion requires 15 days (or in some provinces 23 days) of remaining permission to stay to be processed.

So people who inquired about this after 15th July were given this information (which was correct at the time), because there were less than 15 days remaining until the supposed end of the amnesty at 31st July.

Now with the extension it will again be possible to get an ED visa (until about the 11th September, 15 days before the amnesty ends)
