Bit unrelated but a Google relating to Thai repatriation numbers waiting and difficulties for Thai Elite and Married guys etc paints a picture of very long wait for non O-A entries.

Yes, all of this is very problematic and probably for many painful. Furthermore an application doesn't mean approval... This tends to prove the difference between Non-Immig Visa of whatever type and PR where it is stated in you Passport : Immigrant.
