We've left the EU and unless something dramatic and totally unforeseen happens we'll no longer be covered by the FoM directive from 00:01 on 1/1/21 and instead be dealt with under the Schengen rules the same as all other non EU, EEA and Swiss nationals. Of course, it'll work the other way, too; those nationals wishing to enter the UK will be dealt with under the UK's immigration rules, not the FoM directive. Isn't that what you all wanted? The problems will be ironed out and I’m quite confident that they’ll be back on top again. For visas. Those Brits living in EU , or even just moved there , have done the necessary applications and are now residents , some latecomers are waiting for their residents card. No problem there, they have all the rights that an EU person has. ( talking from experience). Others have until end 2021 to get residency and it might be a bit more paperwork than at the moment. It’s all very easy just a bit long . Tourists. Same as tourists elsewhere in the world, they don’t stay forever or 5 months ! For Brits, they’ll get a three month visa.
