Chiang Mai: Praise for cops fining helmetless motorcyclists - 120 tickets issued on first day

Thai media Manager was full of praise for the police in Chiang Mai in the north of Thailand after they introduced their much heralded "Artificial Intelligence" cameras to catch riders and pillion passengers without helmets.

 

They said that the system was accurate and a boon for reducing the need for RTP manpower. 

 

The system was started Tuesday with 16 cameras in five districts - Muang, Mae Rim, Saraphi, Hang Dong and Sansai. 

 

The cameras are connected to other systems meaning that instant fines can be sent to the owner of the motorcycle at their home address. If the rider is not wearing a helmet the fine is 400 baht, for the pillion passenger it is 800 baht.

 

Manager did not explain why they are different or if vehicle owners were liable for their passengers. 

 

Explaining the system was Pol Lt-Col Surachai Janthara who noted the cameras' clarity.

 

He said that on Tuesday during the daylight hours 20 fines were issued. At night it was 100.

 

This, he said in his detailed analysis, indicated that more people were not wearing helmets at night. 

 

He added that the cameras were mobile and there were plans in the future for more. 

 

This all meant less need for checkpoints and less drain on police manpower.

Manager had a picture at one location that showed a stand up sign advertising an 800 baht fine (in Thai) for pillion passengers and a 400 baht "find" (sic) on an electric screen.

so double dangerous for the pillion....got it. safe to assume babies being held in their mother's arms are exempt ?

When I worked in Bahrain many years ago, the govt/police installed cameras at traffic lights. It took very little time for them to be totally destroyed  by the locals.

The usual helmets sold in Thailand are only useful if you take them as a potty. What do you expect from a 300 Baht helmet ?

Riddle me this, why is it I never see a police vehicle, 4 wheels or 2, that has pulled over a motorist for a traffic infringement? Do they think they will catch speedsters, the helmetless etc. by relying on cameras that frequently don't work, or sitting on their <deleted> at checkpoints?

Of the 120 fines issued , how many I wonder will actually pay up , I would guess if they achieve double figures they will be lucky.

The only way to ensure payment is to march them of to an ATM under threat of incarceration if they fail to cough up.

The RTP seems to be untrained, unwilling and incapable of having a mobile, traffic enforcement capability. I doubt any have been trained or equipped to do such a thing, at least in Pattaya/Jomtien. The unmates have taken over the streets hereabouts.

In the LED screen,  they say Find 400 Baht. So if you see the LED sign, you should be rewarded with 400 Baht.????

I got one for this in CM already weeks ago, maybe they were beta testing?

Should be easy to locate these 16 cameras and plot "rat runs" around them.

So many complaints on TVF regarding the non enforcement of these violations.

Your post has little merit it seems. Don't you care about the safety and health of riders on the roads?

I have seen drivers stopped in Pattaya. And yes, as opposed to your post the cameras in fact worked and caught over 100 violators in one day.  Anyone who cares and believes in enforcement of this important safety issue should be happy, not negative and demeaning.

Camera citations are used in many western countries same as they are doing here now.

So, wear a helmet and obey the rules or or may get a citation sent to you.

I'm not disagreeing with you. I'm just pointing out enforcement could be far more effective with real policing.

As far as compliance goes, I am a model alien. That's what we are here, n'est ce pas?

Hope they do the same here.  Next up is fines for everyone crossing white lines, on badly laid out roads, poor paint, hard to see at night or against the sun.

Police check points have now ceased in our area ! When they were mounted it was after the students, 3 or 4 to a motorbike, had gone to school . At the end of the school day the 3 or 4 to a bike leaving the school were able to do so as the policeman controlled the motor traffic . !!

Good grief, so very un-Thai. Its ppl's own resposibility, a helmet or not. Charles Darwin did explain about it in his book. I hope this doesnt end in a western style Nanny state.

Do it right, bring back the motorcycle check points for license as well.

I don't understand why they do not enforce this helmet less policy nationwide.

 

They do occassionally, it's like fruit picking in Australia.... seasonal.

Yep got caught in Spain 2 years ago for no seatbelt, frogmarched to the nearest ATM and 100€ and then on me way.
