I read the apps are now obligatory in some places.

As a bit of a tech duffer any help welcome

Do I need both apps by law ? I am planing to lockdown , stay not just in province but in my garden apart from visits to Immigration Dr or Pharmacy.

Are they in the app store in English for a Samsung Galaxy phone

If foreign sim not work can I get a local one without needing to enter a shop?

If you receive a message from the app is it English as weel as Thai please?

Any advice appreciated I am happy with present sim and phone as set up for friends banking etc

The 400 baht phones in 7-11 i am told are too low tech to run the apps?

If you have mobile data the apps should work fine.

The government have clarified that the app isn't compulsory.

Apps should be in the playstore, search for ThaiChana (recommended) or MorChana (collects much more data), one or the other is enough.

If you need to get a local SIM you'll need to enter somewhere to register it against your passport, otherwise ask a local to do it for you.

Apps are both in English and Thai.
