Right: there is a decree from 3 years ago : that year there were maybe 5% less fires !

do you know how farmers are stubborn? even you show them a new system very interesting : they look at you , smile (a lot) , nod their heads , say: kop kun khrap ...and come back to their old process. In this case , it's so easy to put a little matches and the field is "clean" in 4-5hours.

The governors in north are opposite to government , so , they dont want to press their electorate to obey to this decree...summary of the story: too much freedom in this country and too many checks and balances
