Sad to have been stuck outside Thailand and looking forward to returning in two months. I used to have a Non-immigrant O visa each year but am now returning to stay. It's simpler and cheaper for me to obtain a 60-day tourist visa.  Am I able to convert it to retirement when I'm there ? I've a Thai bank account. Thanks

OP, assume your non O previously was based on retirement? 

Since you already have a Thai bank account and hence would be easy process to meet financials, then why not just enter visa exempt and obtain your non O post quarantine.

That's exactly what will do my mum when she will come back to Thailand this month: she has a TR Visa and she will apply for a new non-o retirement visa once in Thailand.

 

@ubonjoeCan you confirm that:

- She can apply for her new non-o retirement visa in Jomtien ? (she wont need to go to Bangkok ?)

- She has to apply for a new visa at least 15 days before the end of her TR visa ?

Yes

It has to be done at least 15 days before her 60 entry from the visa ends or the 30 day extension of it.
