Will U.K. Travel Insurance be suitable providing it meets the 40/400k criteria and if it covers Covid would I only need 1 certificate ?

I didn't state for the Visa. Just pointing out it is required later if your Visa is applied for based on retirement.

I've been doing online 90 day reports for a few years, but because I'm about to get a new passport I believe the next 90 day has to be done in person. The last time I did a report at Jomtien it was only necessary to present your passport, now I believe there are a couple of forms to fill out. I have been at the same address for 16 years, do I still have to fill out a TM30?

As so often in Thailand, the rules are clear but the enforcement is lacking. Pay your money and take your chances. With a DTV that is valid for a long time, what I'd be concerned about is that one day an overzealous IO looks up your history, spots that you were in Thailand on the day the DTV was issued and refuses to stamp you in. Then what? You will have no recourse whatsoever.
