Did you listen to Rand Paul question levine, asked her about her view on this and she didn't answer. It was a yes or no question and she couldn't, wouldn't answer.

 

You have to be 18 to vote but a 17 yr old would have the ability to start a sex change.

Paul's questions repeatedly coupled hormone therapy  and surgery together. So to give an answer of "no" to one would be saying "no" to the other.

If Rand Paul wanted just an answer to the question about genital surgery he could have asked that question. Instead he chose to couple the it hormone therapy. Not an honest question.

If you had a 16 yr old who wanted to start hormone therapy, you're saying you'd think it a good idea for the kid to make their own decision.

As she said, it's a nuanced situation. Like the question of whether a minor should be allowed to have an abortion if her parents are opposed.
