Apparently his Thai girlfriend is still with him (Supranee Thepdet - also known as "Nadia Summergirl").

Seems they are trying the same scam in Panama that they tried in Thailand. Same idea (floating homes anchored off the coast) just with better looking pods. 

The scammers tried to use a "Libertarian" ideal to attract suckers investors but as soon as they realized that wasn't going to work they dropped the "libertarian" part of their pitch. Oh, and they realized they'd have to run the "colonies" like cities - with all the management and control that "cities" normally have. Which completely blows their "libertarian" idea out of the water (literally and figuratively).

Just did some checking and the scammers have had a setback (again). They claim they couldn't get insurance for the ship and were going to sell it for scrap last December but that must have fell through as well. In March the ship was sold to a start-up cruise company operating from Montenegro (in the Adriatic Sea) and tracking shows the ship is now anchored there.

From the looks of things, they were (are) planning pretty much the same scam as they tried to do in Thailand. Anchor some shoddily built "cabins" just outside of a country's territorial waters and then claiming "sovereignty" (while still relying on that country for all the support they need, without paying any taxes to them of course).

And their new "environmental" plan supposedly had "drones" that would collect all the rubbish and haul it away, without mentioning where it would be hauled to. You can bet they weren't going to haul it all the way to Panama and pay to have it properly disposed of.
And it appears their plan for all their "black and grey" water (sewage and shower/laundry) was to simply let it drop into the ocean below the pods. Just like they were going to do in Thailand.

Oh, and he was creating a new "cryptocurrency" to finance everything, which again shows just what a scam the whole cryptocurrency idea is. Want to earn money easily ? Create a new "cryptocurrency" with a fancy name and then sell it - for real money.
And when you've got enough, just walk away from it, taking all the money with you, knowing that no one will ever know who was behind it to begin with.

Taxes are overrated. Just what do we get for them. These guys pay VAT just like everybody.
