Is this probation pending charges or were they just given a light slap on the wrist?

That's probably 1% of the actual drunk drivers on the roads .

So 3730 drivers did not hand over an envelope, the many thousands of other drunk drivers paid up and got off with it.

Won't make the slightest bit of difference when the majority have heads full of Sawdust.    Tomorrow, next week, next month and next year things will just continue to get worse until SERIOUS punishment is dished out; like fines over 20,000 for each offence, Car Crushing, Jail Time etc etc.    Sadly the Sawdust may still win !

An endemic problem within this society.  Families tolerate it and allow the individual to get behind the wheel and drive or ride.  Until there are strict sentencing and fines enacted as well as mandatory classes to attend, then it will continue as well as the many road deaths caused by these folks as well as others. Prison sentences, mandatory fines and seizures of vehicles for repeat offenders need to be undertaken.  Habitual drinkers that drive have only been empowered by a lax system and an attitude that is is not a problem.

And the authorities are still wondering and at a loss as to why so many road fatalities  every year (not counting injuries).. well, wonder no longer, the answer is in front of your eyes...

I got a DUI decades ago in Washington State. The memory of the chunk they took outta my a$$ will stay with me forever. Until something similar happens here, they won't care. C'mon! Probation?!?

So they caught about 0,1 % of the actual number of drunk drivers then.

I heard 50,000 were caught

Catch and released after tea money paid, the rest well they have to pay the big money apparently.

Thais have never heard of a designated driver? You can take the alcohol out of Thailand but never the alcohol (moonshine/ lowcow)out of a Thai!

Pending fines to be paid... probation solves nothing.

3730 done for drunk driving but they could only get 11 for drugs !  That's ridiculous ! You could find more than that in an hour. Check bus and truck drivers and mini van drivers.

3724 Drunk drivers given back their keys and told not to do it again?

I certainly hope not. If they were  DUI they deserved loss of licence'

This is how they keep their jobs, the thinking is they actually think they are doing offenders a favor, it is like go to the Temple or even teach English and all is forgiven.  Probation but if you are a foreigner you teach English that is as tough as it get here!  It is so lacks it makes one think maybe I should get drunk if I was a drinker?????
