Hello, I would like to ask if its possible to be in a 2 or 3 months tourist visa and then change it for a student visa if i like the country feeling overall and find something interesting to study there? I ask this because i never visited the country before and therefore i dont want to commit with an 1 year student visa without knowing the country first. But with this travelling restrictions its also notas  easy to cross the border for a visa change. 
So I would like to know, can i apply for a 90 days tourist visa from local Thai embassy there and later in Thailand if i want to stay, would it be possible to exchange?

The rules to apply for a 90 day non-ed visa entry are only for a formal school such as a university. 

There are some language schools and etc that are able to arrange acceptance of the application for an additional fee.
