These are for total tests including repeat testing of positive people. removing that will lower the positivity rate further.

 

I have no idea where your data covers from but back in late January - February there were nowhere near the numbers positive you list.  It was not until early April that the country saw numbers like that.

That contradicts with the official numbers on positive cases on those dates which are:

30th Jan: Positive cases = 930.  

31st Jan: Positive cases = 829.

1st Feb: Total: Positive cases = 836.    

2nd Feb: Positive cases = 836.

I don't know where you are getting this 22% idea. Maybe from newspaper articles on specific testing sites. Certainly not from total testing data.

 

it has risen since but is still under 5%.

What is the impact of labs not sending positive result numbers to the government on positivity rates?

Labs aren't failing to send positive results =ever that I know of. Some just submit late (not just the positives but all the testing data). Can lead to numbers showing in the following day's tallies is all.

At  least 12 private Thai clinics and laboratories are being threatened with prosecution for failing to comply with Covid-19 control measures. The Department of Health Service Support says the facilities broke the law by failing to report infections and send patients to hospital.
