Do vaccinated Thais who return from Europe have to quarantine here in Thailand?

Yes.  14 days either courtesy of the state or at their own expense if they want to chose their accommodation.

There was until about a week ago, but now no longer.

 

Given that vaccinated people can still catch and transmit the disease (vaccine just lessens or eliminates the effects) I can see the logic in it.
