Seems like they always throw out 'accidental death' and see if it flies. If it doesn't, then they reluctantly conclude that, ok, I guess we'll have to do some actual work--or call in another agency to do the work for us. Life saving 101 - stay on a solid surface and use a pole, rope, towel to pull the person to the edge. Trying to rescue someone in the water is dangerous even if you're trained. Funny, I noticed in my home town in the US the only people who bashed on the cops non-stop were guys who had multiple encounters with cops and claimed they were constantly being victimized. They were forever getting harassed for no taillights, speeding, expired registration, drunk driving ultimately ending in suspended licenses, drug busts.
