Yeah, that was my thought too, it's not that much work to drill and install actual anchors.

Yes it would have been easier for them to cut the little bit of the bottom

of the pipe so it's flush with the cement, drill 4 holes and put rawl bolts in and do a proper job, but..........

Except the pad doesn't reach the step as they forgot to measure the individual step heights, or maybe they are all the same  - - but no problem it's probably only a safety balustrade so who cares, slap a bit of concrete around it, job done.

Apparently it's a roof so a nice wind loading too.

 

Yup, they slapped the cement around and it looks just fine, until....

The problem with that argument is it's a brand new fabrication - more than evident from the fresh welding and untarnished stainless steel.
