Internet Thailand Company - network problems?

I've been trying to access a certain English language newspaper site in Thailand for a few days now, with no success.  A traceroute ends at the border with Internet Thailand Company (ip address 203.154.96.254).  If I go to the company's website, www.inet.co.th, it times out.  Both sites can be accessed using a VPN.  This suggests to me that Internet Thailand Company is having network problems.  However, it's strange there should be an outage of 3 days so far.  Any thoughts?

Working fine for me without using VPN. Edge browser.

Works for me using Win7 and Edge. Never had a problem reading The Nation and BP nor any Thai or other world wide News Sties and without a VPN.
