I don't understand how "opening"  certain Bangkok neighborhoods while keeping others "closed" could possibly work, but these officials always fantasize that they have more ability to control things than they actually do.

And what exactly is a "high capacity visitor"? One with a high capacity to spend money?

This thread is about foreign tourists coming to Thailand.

Earlier poster stating that he soon finishes quarantine and is going to Pattaya. I would love to know what he intends to do there. It's buggered.

Maybe he has a friend there waiting for him.....

It is beyond my understanding why they do not focus 100% on domestic tourism and forget about foreigners for now. 
 

Let double vaccinated Thais and Expats travel internally as they want. Provide them with great holiday deals to get the ghost-towns back to life.

 

Once things are back to life, foreigners will be much more interested in coming.

What is double vaccinated rate currently? Think about 15%. 

Which ghost towns are you referring to? Most places need some entertainment to attract folk both Thai and farang. Not a lot open currently.

Why are you so bothered about why other people want to go somewhere.?

A bit too optimistic I think,

 

With that low rate of vaccination I feel its more prudent to start January 2022 and spend the next 2 and a half months vaccinating as many people in BKK as possible, however Im not sure if Thailand have the supply to do it.

And the thought of only certain areas of BKK being available. How is this going to be policed?

So here's my question. Besides this generating a lot of money for the country, what's the difference between a person coming here as a tourist and someone who lives here returning?

 

If they can have these "sandbox schemes" and not require quarantine for fully vaccinated people, then they can allow Thais and foreigners who live in Thailand to return without quarantine.

 

Doing anything else would be insane.

You're right. I agree to that. I wouldn't expect much out of 2 weeks in Hua Hin but last year I spent 15 days in a BKK ASQ and not willing to do that after getting two vaccines already. I'm not sure if they would really open some kind of Bangkok Sandbox on Oct 1 , but that would mean staying in a hotel for 2 weeks instead of my own house. In that case I'd better explore some other town wether it's HuaHin, CM or Phuket.
