Yes If the insurance meets the requirements.

There seems to be a Catch-22 in insurance for holders of a non-O retirement visa. My visa expires November 14 2022.

How do I get coverage for more than one year?

Can I buy for 6 months and get stamped in for just 6 months? I pre-paid for re-entry permits.

Your case is a rarity. You must of applied for a new one year extension of stay early and left the country shortly after it was issued.

Just get the one year insurance and try getting the COE or Thailand Pass approved. If approved you could then enter the country and in the worst case you only be stamped in until the day your extension ends.
