Ed Visa from Visa Exemption or TR Visa

Spoke to a language school who said I would be able to switch to an Ed visa once in Thailand as it's impossible to get one outside of the country for the time being. Is this possible to do with the visa exempt stamp and TR visa?

 

Are they correct in stating that I can make the change at an immigration office and won't need to visit an embassy outside of the country as I've had to do in the past with a business visa?

Some schools are able to arrange the non-ed visa application at immigration now.

Embassies and official consulates are only doing non-ed visas for attending a formal school (universities and etc) at this time.

And this is possible from a TR visa? I can go visa exempt but I'd prefer to be on a TR visa to have a bit more time just in case.
