"Passport guarantee" document for marriage registration?

I'm looking into how to register a marriage in Chiang Mai and from the district offices we've spoke to that actually allow marriages to foreign nationals they all requested we get a "passport guarantee" from the US embassy.

 

I've never heard of this before but they were able to send me this example of another person (which I redacted because they send me this poor guys entire passport!).  Does anyone know what this is or if you needed it with your marriage? We were told we need to go to embassy to get this document then go to the ministry of foreign affairs (once it's translated to Thai) and they will verify it. I already went to the embassy to get an affidavit of marriage status and they didn't mention anything about this document, which would have been helpful .

It's done by mail? Is that a requirement or can I come in person? I see the link says 7-10 days which will be on top of the wait for the registration. I had no idea this was so complicated here! ???? Certainly need to get more visa extensions since I didn't plan this well at all.

I looked at the appointments for CM and the next available day is next Thursday.
