I'm not really surprised, as their support has always been atrocious, just saying. Took a good read of the PayPal website to confirm your post. Still need to confirm identity though. So PayPal is not a total loss. I can understand tightening up the overseas payment systems somewhat, but they still need to make it workable for a wide variety of transactions.
