Is British Consulate AWOL?

I wish to have a notarised copy of my British passport.  The counsulte website says to book an appointment.  For the last several days, there are days starting the following day marked "not yet released".  The next day however they are "not available".  It seems there are no days when the consulate is willing to accept an appointment.

 

I telephoned teh British Consulate to try to make an appointment.  Option one is for English, then option three is for notarial services.  But on pressing 3 there is a recorded message saying one has reached an emergency line and are preventing people in need from reaching the consulate.  I have tried several tiems always with the same result.

 

Are the staff unaware, trying to mimic the shambles in Whitehall?  Has anyone had success in recently speaking to or meeting a British representative.  Perhaps they are feeling lonely and hope that this behaviour will encourage people to simply turn up at teh Embassy/Consulate.  

To answer your question - they might as well be!

Still waiting for a reply from an email sent in August.

From countless reports over the last few decades, I've been getting the impression that being AWOL is their normal mode of operation. Best of luck!
