Big Joke files lawsuit against seven migrant smugglers in case that saw three deaths and four injuries

Royal Thai Police chief put charismatic cop Lt-Gen Surachat "Big Joke" Hakpan in charge of an investigation into the death of three migrants and the injury to four back in November. 

 

On November 6th 2021 a pick-up overturned causing the deaths and injuries. 

 

Some 23 migrants who a gang had illegally brought across the border to Kamphaeng Phet from Myanmar were just abandoned by the roadside.

 

Now Big Joke has filed a lawsuit with the prosecutor in the north west province against seven gang members aged 20 - 34 involved in the incident.

 

The actions of Surachate are always followed with interest by the Thai media, on this occasion Siam Rath.

I am sure court would award "Big Joke" million of dollars in damages since a person is really rich at the ripe age of 20..... As the name says......"Big Joke"

What does this even mean? Police don't "file lawsuits" against people for committing crimes, they file charges and prosecute them. Are they trying to say that he asked the public prosecutor to initiate criminal cases against these people?

It may be that there is not enough evidence for criminal proceedings.  however, there may be enough for civil proceedings.  If that is the case then he may be hoping that the civil trial brings enough evidence to formally charge them.

 

Imagine if OJ had of been found guilty in the civil trial and then had to face a criminal trial after being found responsible.
