The conglomerate no longer exists.  Laws describing procedures for leaving the conglomerate became void when all elements of the conglomerate agreed to the dissolution.

Russian TV is now full of BS like this. For example, every news program these days reports serious food shortages in the West. If you watched Russian TV and nothing else - you could think that it is the Western world who was severely damaged by the Russian sanctions and not the other way around. For some reasons, many Russians still firmly believe that their country is an economic (as well as military, cultural etc.) giant. Not many do really understand that their economy presents mere 1.5-2% of the World’s GDP.
