Yes.  Private practitioners can choose who they want as patients.    Even if they were not allowed to be choosy, no one in their right mind would want to go to a dentist who is working on you against his will, dentists' visits are bad enough when they're friendly and appreciate your business!

Where did you get that from, bearing in mind that the OP is about dentists, not Emergency Room hospital doctors?

My regular Dental Clinic has 2 dentists. The man prefers to pass me on to has woman colleague because he does not speak English , but his lady colleague does.
