What if one fish eats a part and then eventually the largest fish eats every other fish that ate this as well? They are not strictly speaking artificial reefs. There are 7 "retired idle platform jackets" that have had their topsides removed and cut from their former locations in the gulf of Thailand and towed to Surat Thani. It is more cost efficient for Chevron to dump these structures than to pay for full recovery as the jackets are not reusable. You can read more about the "rigs to reefs project" here and here.
