pay 2000 baht at the airport for a visa exemption?

"Pay a fee of 2,000 THB upon entry. This fee is subject to change without notice. It must be paid in cash and only Thai currency is accepted."

Can I get conformation that this article is up to date and correct in it's requirements list

That's the price for a visa on arrival. 

 

Which isn't the same as visa exemption. Entering visa exempt is free of charge

a valid passport w/6mo, an outward ticket, and a 'never asked for' 20k baht. Is that correct?

Proof of being fully vaccinated (2 vaccinations at this time) will be required.

If not vaccinated a covid 19 test done no longer than 72 before departure.
