The spokesman for the Royal Thai Navy said that his men were at the ready with 80 boats to deal with the terrible flooding situation in Bangkok and the metro area.

 

These are boats that can be deployed to push water from swollen rivers all the way to the sea.

 

Vice Admiral Pokkhrong said his flood-pushers were on call and could go interprovincial as required, reported Naew Na

 

Just call us we'll push a flood out to sea for you, was the spirit of the message to residents fed up with flood misery.

The same principle of speeding the flow of the water to hasten its transit to the ocean and reduce the water level would apply to increasing (rather than decreasing) the speed limits on high-traffic highways.  The quicker movement occurs from point A to point B, the sooner the congestion is cleared.

Not if you have high tide, the sea will push back and has a bit more power than a couple of boats.
