It is highly illegal and they don't get arrested as they are in cohorts with the police. 

If you use an agent, please never complain about corruption in Thailand!

Thai internet is among the best in the world, and has been for 20 years or so. Only Korea is better in Asia. Compared to China, Thai internet is amazing!

Never have and never will use an agent.

All they need is the phone number of the phone that the person has to track someone
