Previously it was proposed (I think it was January??) that all foreigners entering into Thailand were required to have insurance to be allowed entry into Thailand. Did this come into effect and if so, what are the specific requirements? If so, does this apply to land border crossings from Laos to Nong Khai?

only chinese and indians (or those living there and coming back to these countries) by airplanes need insurance $10k.

Likely to be cancelled shortly. The original plan was only till end of January.

The insurance requirements for all foreigners that you are referring to indeed went into effect. It caused chaos. They were enforced for almost 12 hours before the requirement was rescinded via an emergency order.

I came across from Laos at Nong Khai on 26th Jan.

Extremely quiet and very straightforward apart from the TM6. I used to have a spare but couldn't find it before going.
