Yes True even post ww2 my Thai wife old Aunty always work around her home no issues its was normal only 50s 60s in Bkk  really kicked into wearing tops / blouse . Old Aunty & us lived in rural area normal sarong wrapped around Aunty not careless or change her style her home & happy.

A lovely Songkran painting of topless nubile women was formally displayed on Thailand's Ministry of Culture website years back. The artist is Sompop Budtarad and the painting..."Nang Songkran". It was hastily taken down in 2011 after the typical hypocrisy of their ways were exposed online. Links below to see the painting and further info.
