The traffic police in the UK are almost impossible to miss in almost any conditions. Their cars motorbikes and uniforms are covered in the stuff.

You are thinking too much .. the BiB use their uniform to blend in with the environment, like urban camo. They aren’t there to stand out and be visible, more like hide in the shadows with a speed gun. If they had hi-viz jackets, it would be like taking a pay cut.
