 Can I buy a car in Thailand on a tourist visa? I think I cannot, just asking. Same question about getting a driver license.

Sure, but you won’t be able to register it in your name since you’re unable to obtain a CoR on a short term stamp.

Same answer, need a long term permission to stay stamp in order to obtain a CoR.
