US passports are ALL new numbers when new passport issued
regardless they can see ur travel history

Same for UK, renewed passports always have a new number.

When was that and which country issued those "identically-numbered passports"?

Same as US. My latest, a replacement for my second US passport starts with a letter!
I hold two valid US passports concurrently 

Passports are never renewed. They are replaced.

'request that information'.....   Is simply a matter of a mouse click its not a request, the information is at their fingertips.

 

There is a list of every entry and exit and all associated data, including the photo & visa type (or exempt) etc.

In the UK, "Renewal" and "Replacement" are different application categories.
